The President, Mr Hoover, to-day telegraphed io Mr Reed Smoot, Republican member of t ho Senate, who had proposed the meeting, slating that informal discussions among the nations whoso participation was vitally necessary 1 ' in some cases had developed the fact that they did not consider this a proper time to ca'l such a conference, and they would oppose holding it now. It is understood that Britain’s refusal to take part brought, an end to the proposals, which were given an impetus by the Chinese Government.
