THOUSANDS STARVING
CONDITIONS IN PHILADELPHIA. SERIOUS TROUBLE FEARED. United Press Assn. — Elec. Tel. Copyright. NEW YORK, Feb. 10. The Mayor of Philadelphia, Mr H. A. Mackey, stated to-day that at least 250,000 persons in that city are without the bare necesisties of life. He asserted that the militia would be needed to preserve order unless wealthy citizens contributed to the relief funds. Few had done so up to the present, the greater proportion having been contributed by the working classes. “it is the poor man who has saved the situation,” said Mr Mackey. “I am not an alarmist, but I am not overemphasising the facts. No one wants to see martial law established, but if the Relief Committee breaks down because of the failure of the people to contribute it will be imposible for the police to contend with the conditions which will be created.”
