General Higgins, leader of the Salvation Army, after his return from South Africa, announced that 42 commissioners from throughout the world will meet on November 10 to discuss important constitutional in the organisation changes, . including the curtailment of the General’s personel powers and a general move from autocracy to constitutional government. General Higgins has given pledges that a proper trustee company instead of the General Shall hold the Army’s British property, capital and assets and that an electoral body shall choose future generals. The age of retirement of the present general is being fixed.
