General Hertzog’s non-party Bill, which gives votes to white .women of 2i years of age, without further qualification, was carried on the third reading by a majority of 39. The question had been before Parliament 20 times previously. The Zululand member predicted grave discontent among the native population, and the weakening of white supremacy as a result of the Bill.
