SIR J. PARR’S PLANS. RETURNING IN JANUARY. United Press Assn.—Elec. Tel.—Copyright LONDON, Nov. 12. Sir James Parr, speaking at a meeting of the New Zealand Association, announced Hon. T. M. Wilford’s appointment as High Commissioner. Sir James said he was returning to New Zealand in the first week in January. The departing High Commissioner will be the guest at a luncheon given by the association on December 16.
