EVACUATION DESIRED. POWERS IN CO-OPERATION. PACIFICATION OF EUROPE. i (Official Wireless.) RUGBY, August 31. In a statement'before his departure from The Hague conference, Air Hen- [ derson said the Powers whose troops I were in occupation of the Rhineland j were acting together in co-operation I which had been maintained out Hie occupation, and would continue to the end. In two weeks the troops would be on the move. No Dolay or Friction. The arrangements made for the evacuation would eliminate unneccessary delay or friction. The evacuation would’be completed within a fair and reasonable time. A difficult problem which had been overcome was that relating to'the observance of Articles 42 and 43 of the Treaty of Versailles, which prohibit Germany from constructing fortifications or maintaining military forces on the left bank of the Rhine, or within 50 kilometres of the right bank. .Mr Henderson said he believed the solution that had been found, namely, that of relying on the machinery settlement under the Locarno treaties for a financial .and practical settlement of tiie difficulties, would cause general salisfaefion. It was further proof of (he genuine reconciliation of Germany and France. The chief difficulty which was overcome at the meeting of the Finance Committee last evening related to the costs of the occupying Powers after the Young plan is in operation and before the evacuation is complete. Ultimately an agreement was reached providing that Germany should pay a sum of 30,000,000 marks (about £1,500,000) into a pool to cover those costs. Expenses above that point are to he borne by the occupying Powers on an agreed percentage basis. Germany is to meet the expenses of the civil occupation authorities. All the unset--1 led German compensation claims arising out of the occupation and evacuation are to be waived. Right of Appeal. Any difficulties in regard to the demilitarised zone will be settled by tiie Locarno Arbitration Committee. The right of appeal to the League of Nations under Article 4 of the Locarno Treaty remains intact. A scheme for a special Control Commission will be settled by tiie Locarno Arbitration Committee. The Prim" Minister, Mr MacDonald, has sent a telegram of congratulation to Air Henderson on the Rhineland evacuation agreement. He says it is a line piece of work in straightening up and settling up, the result of which will speedily be seen in the pacification of Europe. BERLIN, Sept. 1. The comments in the newspapers on the Hague results vary with their party interests. This is especially the case with Fascists and Alojiarchists, who are committed to demand a referendum on Hie Young plan. The more moderate journals all find some ground for disappointment, but there is an undercurrent of gratification that the Rhineland will soon be freed in return for sacrifices that will not be crushing. Undoubtedly Herr Stresemann s prestige is regarded as standing much higher.
