MADRID, Jan. 9. A stroke of General de Riviera’s pea will effect the arrest of any motorist’ knocking down a pedestrian, regardless of the circumstances, with six years’ imprisonment for the slightest injury, or a minimum term of 12 years if the victim dies. Neither social nor other consideration will extenuate them, and bail will not be allowed. The effect; has been magical. There have been nb' motor accidents in Madrid since January 1, and the provinces report similar immunity. Barcelona’s freedom from' accidents, however, is due to the unexpected action of the taximen strike., ing, as they are afraid to venture oa" the streets. The taximen in Madrid are nowurbane, politely giving pedestrians the right of way, with a courtly “Aftec j you.”
