Lord Clarendon's proposals for the reform of the House of Lords were further discussed to-day. The Marquis of Reading said theyg were an advance upon those proposed* by Lord Cave last year. ,All were agreed that there must be reform, but he could not accept Lord Clarendon's proposals which favoured the Conservatives, i Lord Newton moved an amendment' limiting the proposals to the preamble' declaring the desirability of limiting'; the number and making provision for elective representation of the Peers. Lord Clarendon accepted this and also accepted the word "reduce" for "limit."

The amendment was carried by 52 votes to 8.
