RESTRICTION OF OUTPUT. PASSAGE OF LEGISLATION. GREAT POWERS FOE GOVERNMENT (Australian and N.Z. Cable Assra.) (Received October 5, 9.10 a.m.) HAVANA, October 4. General Gerardo Machado, tbe president, has signed a bill restricting the output of Cuban sugar, thus making it law.

Tbe bill was passed earlier in the day by the Senate. The powers conferred on the President include authority unconditionally to retire 150,000 tons of the 1926-27 crop from the market. Experts estimate that if the powers conferred by the bill arc exercised the price of sugar in the United States will be increased by half a cent per pounds The bill creates a Government controlled export company, and provides heavy tariffs for sugar produced in excess of amounts allotted to the various mills.

The scheme is on the same principle asjhe British Rubber Restriction Bill.
