SAMOA A MODEL.
FOR MANDATORY COUNTRIES ADMINISTRATION EULOGISED. GENEVA, Nov. 5. Sir James Parr presented New Zealand's report on Samoa to the ' Mandates Commission. He made a full statement on all points which the Commissioners raised. The President and Commissioners expressed great satisfaction at the report, expressing the opinion that the administration of Samoa was a model which other mandatory countries might well follow.
