ARBITRATION IN ITALY.
REVOLUTIONARY MEASURE. NATION CANNOT AFFORD STRIKES. (Australian and N.Z. Cable Assn.i ROME, March 12. The Senate approved by 138 votes to 20 of the Fascist Trade Unions Bill, providing for compulsory arbitration in labour disputes. Signor Mussolini described the measure as the most revolutionary yet produced by bis Government. He emphasised the disciplinary character of the measure, pointing out that Fascism and syndicalism now comprised 2,000,000 agricultural and industrial workers, a formidable, and obedient fcrce, completely controlled by Fascism and the Government, and fully appreciating the value and function of Capitalism and ihe necessity of cooperation therewith. The Fascist conception was that all must he within and none outside the State; above all, nobody must Jie against the State. The struggle for life was such nowadays that no nation could indulge in the luxury of strikes.
