SOVIET ALLEGATIONS. A REIGN OF TERROR. RESOLUTE MEASURES NECESSARY. (Australian and N.Z. Cable Assn.) PEKIN, January 29. Telegraphing to M. Karakhan, the Soviet Consul-General at Harbfn, says that General Chang-huan-hsiang, commandant of the railway zone, has established a reign of terror towards Soviet citizens, obviously desiring the break-up of the Kfiukden negotiations.

Seventy youths between twelve and twenty years of ago were arrested and detained under awful conditions, undergoing tortures which have been resorted to in a more severe form during the last few days. Insults and arrogance towards the Soviet citizens continue.

The Consul concludes: "Resolute measures are necessary to counteract the Chinese attitude."
