ADMINISTRATOR'S VIEWS.
NOTE OF OPTIMISM STRUCK

General Richardson, Administrator of Samoa, left for Apia to-day by the Tofua.
Interviewed previously, he said he was well satisfied with the result of his visit to New Zealand, many matters having been satisfactorily settled. He Was optimistic as to the future of Samoa, and was of opinion that the recent storm would not seriously affect the progress of the territory. He was going back to initiate schemes approved by the Government for enlarging and improving New Zealand estates, which he hoped would be the means of making Samba financially independent of this Doiminion in a few years. The provision for a proper carrying ship to convey fruit to New Zealand was a vital neccessity to progress in the territory. It was a matter that would have to be dealt with very soon.
