"What is described as one of the most momentous conferences in the history of the cotton trade was held at Manchester to consider ways and means to rescue the industry from its serious plight. Delegates representing the employers and employees of all the cotton manufacturing districts of Britain were present. Mr Halroyd, president of the Master Spinners' Federation, declared that the principal reason for the depression was the lack of raw material. If the Government would assist the production of raw cotton a considerable improvement would result. The Empire was capable of growing all the cotton needed. Mr Hargreaves, chairman of the Spinners' Manufacturing Association, said that but for the profits of the boom period many industries would be unable to continue.
