The Daily Chronicle says the problem of adjusting the population of the Empire to the industrial capacity of each locality is acute. The House of Commons last session was filled with ludicrous denunciations of cruelty, suggesting that men should be torn from their famines to be sent overseas. Group settlement, family migration, and the settlement of boys, girls and young women are obvious Lines of action.
