EMPIRE MIGRATION.
ADJUSTING SETTLEMENT. Australian and N.Z. Cable Assn. LONDON, October 8. . The Daily Chronicle says the problem of adjusting the population of the Empire to the industrial capacity of each locality is acute. The Empire Settlement Act did something, but the movement has not yet inspired the popular imagination as did that of the 'fifties and 'sixties of the nineteenth century. The statement made at the Economic Conference by Colonel A. Buckley, Parliamentary Secretary to the Overseas Trade Department, was not gratifying, but was not discouraging -The crux of the problem lies in the reluctance to face new and strange conditions, the cxistenco . of which certainly has been worked upon with success by the extreme elements to which Colonel Buckley referred. The House of Commons last session was filled with ludicrous denunciations of cruelty, suggesting that men should be torn from their famines to be sent overseas. Group settlement, family migration, and the settlement of boys, girls and young women are obvious Lines of action.
