The foreign diplomats have riled a rejoinder to China’s denial of liability in connection with the kidnapping at Lincheng, Shantung. They declare that the Chinese Government appears to misunderstand the special character of the bandit episodes. They point out that there has been a recent recurrence, an Australian woman and an English woman having been kidnapped, and their fate is still unknown. \
They declare that facts have been irrefutably established that the Linching outrage was directed against foreigners in order to bring pressure to bear on the Chinese Government. Every foreigner may, ami does, fear the same Date. The aulhorilies do not manifest zeal in (he repression of brigandage, which is still rife in most provinces Therefore the diplomatic body maintains in its entirety the Note of August 10 last demanding an indemnity for the foreigners killed or held oaptlve; also guarantees that, there will be no recurrence of the outrages, including better police protection on the Chinese Hallways, and calls on China to execute measures indicated therein
