RESPONSIBLE GOVERNMENT. OPERATING FROM Ist INST. Australian and N.Z. Cabin Assn. CAPETOWN, October 1. To-day the Chartered Company relinquishes the administration of Southern Rhodesia. The new, Governor, Sir John Chancellor, will be sworn in, after which he will invite Sir Charles Coghlan to form the first Ministry under responsible Government.
