ROADS AND FOOTPATHS.

SCHEDULE OF WORK. BIG SCHEME DRAWN UP. APPROVED BY COUNCIL, The following schedule of work on Btreets under the heading of secondary streets was adopted by the Hamilton Council last night:— Hinemoa Street, between Rosstrevor and Liverpool Streets, 12,1-8 chains; Vialou Street between Rosstrevor and Liverpool Streets 12 1-8 chains; Selkirk Street between Rosstrevor and Liverpool Streets 12J chains; Liverpool Street, 28i chains; Willoughby 33 1-3 chains and Mill Street, be laid down with metal from Mount Eden as soon as this is available 'and surface treated with bitumen during the coming season. The Borough Engineer, Mr W. H. Stevens, presented the following report,. regarding kerbing and channelling : In connection with the schedule ft will be noted that the laying of kerbing in certain streets involves the construction of piped drains and cesspits, where this occurs the amount required for the latter is shown in brackets.* More streets have been shown than it is possible to kerb out of the present loan and I have left it to the committee to decide which streets should be deleted from the schedule. In the last kerbing and channelling loan of £IO,OOO (which Included storrnwater drainage) the amount actually spent on kerbing was £6,204 lis 7d and five (5) miles eight (8) chains of kerbing was constructed with this amount (Including' the radial sweeps at street intersections and engineering plahs and supervision). Storrnwater drainage absorbed £3,036 3s sd, whilst charges for interest, sinking fund, insurance, exchange and legal expenses used up £759 os.

Taking the total length of kerbing constructed the average works out at slightly under 4s 6d per foot—the actual detail showing softie Of the streets having cost over 5s per foot, whilst other were under 4s; this is accounted for by the fact that the estimates were framed by scaling distances from the six Chain LithO' plan and also allowing for all streets to have a. uniform cut and fill. This is the only reasonable' course that can be pursued even now as the amount of engineering work involved to determine the actual chainage on the ground and variations of cut and All would ' delay the prosecution of the work for some considerable time, besides adding materially to the Cost. For the foregoing reasons I have adopted the uniform figure of 5s per lineal foot in framing the new estimates thus giving a safe margin to work upon:— Clatidelands Area: River Road, bridge to Te Aroha Street, west side (storrnwater £iOU), 2800 feet at ss, £7,00. River Road, O'Neill Street to Arcadia, west side, 2400 feet at ss, £6OO. River Road, Piako Street to Boundary Road, east side (storrnwater £223), 2110 feet at ss, £527 10s. Oakley Avenue, both sides (stormwater £130), 1900 feet at ss. £475. Thames Street, both sides (stormwater £224), 2446 feet at ss, £6ll 10s. Piako Street, one side (Note: water main to be moved), 1230 feet at ss, ,£-307 10s. Kitchener Street, both sides (stormwater £3O), 2240 feet at ss, £560. George Street, one side, SBS feet at 'SS, £221 ss. O'Neill Street,. Both sides (stormwater £3O), 2518 feet at ss, £629 10s. Station Road,, one side (storrnwater £ll2 15s), 1020 feet at ss, £255. In the event of kerbing work being authorised in either Kitchener Street Stanley, Thames or Grey Streets, •storrnwater drains must, be constructed in Grey Street, the estimated cost of which is £1,212. For the purpose of calculating the cost of bituminous footways in connection with the lqan moneys an average width of 12 feet may be used, the estimated cost of which is 3s per lineal foot of pathway, or £9 18s per chain, therefore, without taking into consideration the 408 chains of 'footpaths korbed out of/the last loan, threeeighths of the present loan moneys should be earmarked for bituminising those under way and proposed. I am of opinion that a portion of the £68,000 roading loan should be used to augment the footpaths loan, this being provided for on the voting papers, but as the question is more or less one of policy it might well be considered by the committee.
