BLOW TO GOVERNMENT. \ THIRD BY-ELECTION LOST. ' ANOTHER WIN FOR LABOUR. (Australian and N.Z. Cable Assn.) \ LONDON, March 6. The by-election at Edgehill," Liverpool, brought about by the retirement of Sir Watson Rutherford with the object of providing a seat for Major J. W. Hills, Financial Secretary to the general election, resulted: — J. H. Haves (Labour) .. 10.300 J. W. Hills (Con.) .. 9,250 At the general election Sir Watson Rutherford won the seat with a majority of 4666 votes in a straight fight with Mr Hayes. Mr Hayes is general secretary of the Police and Prison Officers' Union and was prominent in the war-time police strike in London.
Newspapers of all shades of political opinion emphasise the sensation of this victory, following the other Government defeats at Mitcham and East Willesden. It is the only topic in the lobbies, where Conservatives do not attempt to conceal their consternation.
