If Japan formally requests the United States to undertake mediation in the Shantung controversy it will probably | be unknown whether Japan will make a direct request to President Harding or whether the President would under- | take mediation in his own name. It is j considered more likely that Mr Hughes, Secretary for State, would undertake j the task.
