The chief factors which induced the Board to declare the reduction were the consistent fall in the prices of commodities during the past ten months, in conjunction with the present business dislocation and growing unemployment, and also the anticipated further fall in the prices of wheat, meat, butter and some other commodities. In view of these anticipated Calls, and nlher reasons, I lie Board recommends a quarterly, instead of Ihe present yearly review, so as to meet the contingencies of existing unsettled oonditions," which it. considers Ihe existing yearly fixation of wages fails properly to meet.
