The Philadelphian Public Ledger’s Pekin correspondent states that the Japanese Minister, Mr Obatu, did not agree to transmit officially China’s memorandum regarding the Shantung question, hut unofficially accepted the document in order lo study it to see whether he should forward it. It is understood that China opposes Japan's ■ view at every poiinl, basing her opposition primarily on the fact that Japan lias no legal right to Shantung and arguing that China alone should decide the questions there. Japan feels • that China has not answered her note, but has merely sot forth her own views.
