The Russian Famine Conference-has. reached a crucial point on the question of credits. The Anglo-French formula declares it is impossible to discuss credits -until the essential conditions of the recognition of old debts and security for the new has been complied with. The Conference’s attitude towards Dr. Nansen’s scheme is decidedly negative, as the delegates believe that his guarantees arc not suflicient to attract , serious contributions from the public.
