UNPACKING ON FOOTPATHS
PRACTICE TO BE STOPPED. BLACKBOARDS TO GO. The practice by business people of utilising the footpaths in Victoria Street for packing and . unpacking goods is a breach of the borough bylaws, and has now become so prevalent that the Traffic Inspector notilled the Council last night that he intended to enforce the by-law. • His Worship the Mayor (Mi? J. R. Fow) said there was undoubtedly a good deal of packing and unpacking on tlie footpaths, but where some oi the shopkeepers had no room at tfie rear of their premises they had really nowhere else to do this work. While he thought the practice should be minimised as far as possible, he did not think the Inspector should deal arbitrarily in the matter. Several other Councillors agreed, Cr. Rollett commenting upon the danger of blackboards on the footpath falling on and injuring young children. It was decided to support the Inspector, who was instructed not to deal arbitrarily in the matter. It was decided also to regard blackboards as obstructions.
