MANDATE OVER ISLANDS. IMPORTANT STRATEGIC MOVES. (Australian and N.Z. Cable Assn.) Received March 1, 10.30 p,m. NEW Y'ORK, February 28. The Chicago News’ correspondent at Rouk (Caroline Islands) states that the Japanese naval authorities are making two important strategic moves under Japan’s mandate over Hie South Sea Islands. It is understood a foreigner will be able to enter the islands only ofter securing papers of permission, which will readily be given when commerce is the object. Higli power radio stations are being erected on the islands of Witje and Jalu.
