NEW MINISTER’S POLICY "EQUAL TO ANY.” “TRAINED TO THE MINUTE.” (Australian and N.Z. Cable Assn.) Received March 1, 11.80 p.m. NEW YORK, February 28. Mr E. Dcnby, the newly-appointed Secretary of the Navy, in the course of a statement at Detroit, said; “The size of the American navy is a matter of the gravest Importance. It believes the present building programme, with perhaps some alterations suggested by experience and careful thought, should proceed. We are a Power to such an cxl*nt that a navy equal of any other seems .justly and naturally called for. I believe In, and will urge, a strong first line of defence and primarily my duty will be to help to keep the navy marin: corps, not only ready to fight, but fit to fight, and trained to the minute." {
