BELGIUM'S DEBTS
0 PAYMENT OF GERMAN BONDS. MESSAGE TO CONGRESS. REPRESENTATIONS BY MR WILSON. (Australian and N.Z. Cable Assn.) Received February 24, 8.13 p.m. NEW YORK, February 22. Mr Wilson lias recommended Congress to enact legislation accepting German bonds in full payment of Belgium's debt to Hie United States contracted before the armistice, which totals 70,000,000 dollars. Belgium owes as much more contracted since the armistice. Mr Wilson reminded Congress that an agreement in this direction had been made by the Reparation Commission in June, 1919.
