RUSSIAN CONDITIONS. ABSTENTION FROM HOSTILITIES. IN NEIGHBOURING TERRITORIES. (Australian and N.Z. Cable Assn.) Received February 7, 9.30 p.m. LONDON, February 7. The Daily Herald says that apart from minor details Russia is prepared to sign the trade agreement on condition that Britain agrees lo respect the independence of Persia, Afghanistan and Asia Minor and abstain from hostilities in countries bordering on Soviet Russia.
