PROPOSALS BY REPUBLICANS. REPEAL OF WAR LEGISLATION. RESTRICTION OF IMMIGRATION. (Australian and N.Z. Cable Assn.) Received December 5, 8.5 p.m. NEW YORK, December 4. The Republican leaders in the House of Representatives have decided to make an attempt to repeal all the war legislation as one of the .first acts of Congress, which will open on Monday. The suspension of all immigration until a restrictive law is passed was placed second on the legislative programme.
