MAIN AND BY-ROAD SETTLERS. LOAN SCHEME BENEFITS. PIAKO COUNTY'S VIEWS. The Piakojtounty Council yesterday considered a request, by petition from Motumaoho settlers, to form a special rating area to concrete four miles < f road from the cheese factory at Motumaoho to the Morrinsville town boundary. The chairman congratulated the settlers on the forward step they were tcking, as the Council recognised, he saijd, that it would be necessary to go ! in for some more permanent method of road construction in the future. However, it must be recognised in the present situation of material and labour that it would be some time before Jhe scheme would be realised, though such should be attained within a reasonable period. \-

There were forty-two na.aes on ttie) petition out of fifty in the area con-J cerned, "Only, four of the main road i .property holders refused to attach' their signatjies. In tlie jflpussion which surrounded the subjdßßhe Council was of opinion that it \«.d be affording only right settlers of the by-roads if it they were also provided forwß' a metalling scheme. The ctfKian stated that if by-roads were ■ insHped the riding could he asked tdlßpntribute materially from the rateS'3t a period of two or even three years. . Willi the conthe main road in concrete its would he comparatively*.small and the rates from that area} could he diverted to the other roaqs over which there were 6. miles of metal required. Cr. McLean explained that the same situation presented itself in Walton but the ratepayers would not favour the by-road property owners having to contribute to a scheme under which j they were receiving no direct benefit. Consequently it had been decided to adopt a plan to bring them in and provide metal, giving 17 miles of that and •i miles of concrete.

There are two special rating areas' already in existence in Matumaoho and an endeavour is to be made to consolidate them in the one large scheme now contemplated. The deputationist who waited on the Council yesterday appeared satisfied that the better way would be to give attention lo the whole of the roads' in the area in question. Tlir Council's engineer will draw up alternative, estimates of a concrete road and of concrete and inch), so that a scheme may be decided on by 'he ratepayers with as little delay as possible.
