A DISCORDANT NOTE. DISTRUST OP AMERICA. (The Times.) TOKIO, Nov. '■). The spectacle of the Americans' democratic achievements in transforming in 18 months a paciflc|nation into an efficient war power, is potently influencing Japan, together with the downfall of German militarism. It will affect the national policy leading to the extension of political liberties, but the idea of a League of Nations has received no support.

America may be in a position to dictate a peace of righteousness, but Japan must ever be on her guard and prepared for war or peace. The Asatic Shimbun, marvelling at the achievements of the American armies, discussed the abolition of that idol of the militarists —the conscription system —whilst another journal regards the expansion of the American navy as paradoxical, and asks why America aims at becoming the greatest naval power in the world if she is an earnest seeker after peace ideals.
