Hutin says that Ludendorff is manoeuvring to draw the Allies' reserves to points he selects, but General Foch is unlikely to be caught in that way. Flinders is secondary in relation to the operations as a, whole, laideniorff is concentrating his masses elswhere while trying to attract our reserves towards Flandrs. Other critics dwell on the importance of the recapture of Locre, which commands several roads. The situation at one time was such that it beoeaine a question of having recourse to indentation to impede the enemy advance, but at present this is unnecessary. The Germans have not found the way so easy as they expected after the capture of Kemmel.

A Franco-German agreement in regard to the treatment of war prisoners, interned civilians and French hostages, as well as dealing with the situation of the population in the invaded regions, was signed at Berne on Friday, It is subject to ratification by both Governments.
