GERMAN CONTROL RESENTED. BY BULGARIA, TURKEY AND AUSTRIA. (Australian and N.Z. Cable Assn.) Received April 28, midnight. NEW YORK, April 28. Diplomatic despatches from Rome state that serious trouble is developing because Bulgaria, Austria, and Turkey are dissatisfied with Germany's desire to control all the conquered Balkan territory. Bulgaria refuses to consent to Bessarabia being given to Roumania, and meanwhile the Czechs and Jugoslavs are taking advantage of the disagreement to harass Austria for additional concessions.
