paign the Peruvian Government will import annually whatever quantity of quinine ma\ he deemed necessary, such imports to he exempt from import duties and purl charges. Individuals and institutions are to be enabled to

purchase tiiis quinine from the Government at cost [trice for their own use or trealiijcnl of malaria patients in their charge. All proprietors of estates, all railways, corporations, and other organisations employing labour are under obligations to furnish medical assistance to their employes, either directly or through proportionate contributions to charitable dispensaries, and Inspectors will be appointed to see that this part of the work receives due attention. Unemployed persons will receive free quinine from the Government. For the protection of persons living in swampy districts, houses must be equipped with mosquito-proof netting, and rice or other crops requiring flooding must not be cultivated within a cer-

tain distance of habitations. The Government will at once begin the work of draining the lands where malaria is most prevalent, and all private owners are given from one to four years to complete the sanitation of their lands. Where drainage is impracticable, swamps are to be treated with crude petroleum.
