LABOUR ON THE RAND.
RECRUITING [FRUSTRATED. LONDON, September 9. The Daily News Johannesburg correspondent reports that tne policy of recruiting natives on the East coast of Africa was frustrated owing to only one license to recruit being granted to the Robinson group of mines, licenses for a number of recruiting agents being necesary. The Daily News accuses the local Administration of subverting the policy of the Imperial Government.
