COSTA RICA CASE.
(by electric telkgraph.-copyright). London. July 26. The St. James' Gazette urges that the seizure of the Costa Rica Packet should be discussed at the Ottawa Conference. It adds it would be unfair to ask the colonies to contribute to Imperial defence if the Government is unable to obtain redress for such outrageous treatment by an insignificant power.
