A circular sent to the Great Powers by the Portugese Government boasts that clemency to the natives in English settlements in Australia and elsewhere is associated with massacre. The circular advocates that arbitration should be employed to effect a permanent settlement of the difficulty. Lisbon, February 11. Signor Andrade, a Portuguese gentleman, has challenged the British Consul at Oporto to fight a duel. The dispute arose in consequence of the latter telling students only to insult Englishmen not women, but, if possible, to avoid insulting anyone.
