THE PARNELL CASE.

London, September 17. Sir. James llax.vkx, president of the commission appointed to inquire into the charges and allegations against certain members of Parliament, in opening tho proceedings stated that the inquiry would be restricted to persons and charges affected by statements made in tho recent libel action, O'Donuell v. Times. The right, howover, would be reserved to call anyone able to elucidate any of the issues to be tried. Tho proceedings would be conducted according to the rules of an ordinary Court of Justice. lie ruled that botli parties wore bound to discover all documents. If neither party appeared the Court would itself thoroughly probe the charges. Sir Charles Russell, and with him Mr Asquith, appeared for eightyfour Parnellite members, and Sir Richard Webster, Attorney-Gene-ral, with hi in Mr Graham appeared for the Times.
Sir James Hannen considered the Times ought to begin, and MiGraham agreed to produce a facsimile of letters affecting Mr Parnell, Mr H. Campbell, member for Fermanagh, and others.
The Court ruled that motions to examine Egan in America, and for the release of Dillon from prison, weie premature, but the. latter would be allowed out on baii during the sitting of the Commission on condition that he would refrain from taking part in public affairs. The Court then adjourned till October 22.
The police are applying to be represented at the inquiry by counsel. At the Parne.ll Commission, Sir James Hannen, the President of the Commission, ruled that the Court should decide what "discovered" documents either party would be permitted to inspect. Sir James also stated that the Court considered that the Times ought to define the charges, in order to reveal the persons implicated.
Mr Graham, the junior counsel for the Times, submitted to the Court that at the present stage of the proceedings, it would be almost impossible to comply with the wish of the Court.
