[rkutir's timcgkams.] London, April 20. It has been arranged that the Marquis of Hartington shall move the rejection of thf Home Rule scheme when the measure cornea up for the second reading. Mr Jesse Collings, late member for Ipswich, has written a letter to the newspapers, in which he claim* to be the author of the bills introduced by Mr Gladstone for the settlement of the Irish difficulty. A Pre*s Association despatch says :— Mr Pnrnell objects to any further concessions being granted to Mr Chamberlain in hi* Irish settlement scheme.
