High-handed Irish' Doings. J'^ * ( London, March 3. The Irish Coercion BUI has received the Queen's ussent, .and has become law". The Land League have issued a manifesto expressing defiance <?f the Coercion Act.

The Irish Obstructionists. London, March 3. Outrageous scenes again occurred in the House of Commons to-night, owing to the obstructive tactics of the Irish members, several of whom\ made vehement and excited speeches. 'th|? member for Wexford, who wa%-«n^j)f <the obstructors, was, by the Speaker's order, suspended for the remainder of the sitting) and had to leave the House. Dilldn, member for Tipperary, made an inflammatory speech on Irish affairs, in which he upheld, the cause of the tenants, and justified their action, in shooting landlords who caused their eviction, or refused to accept reductions in rents.

Mr Gladstone's Recovery. London, March 3. The Bight Hon. W. E. Gladstone has so far recovered from the injury to his head as to be able again to attend the House of Commons, where he was present to-nighfc.

Army Reform. London, March 3. It is announced that the Right Hon. Hugh 'Childers, Secretary of State for War, will shortly propose in the House of Commons that a considerable increase should be made in the regular forces df the British army, and that, with this object in view, i ecruits of the age of nineteen should be accepted for service with the colours. It is further known that Mr Child ers will at the same time propose several reforms in the organization of the army.

Negotiations with the Basutos. London, March 4. In the House of Commons to-day Mr. Gladstone made a statement Announcing 1 that negotiations have again been opened between the Cape forces and the Baeutop for the termination of hostilities, and that a prolonged armistice therefore has been declared.

The Irish Arms Bill. London, March 4. In the House of Commons to-day, the Irish Arms Bill was read a second time.

War in the Transvaal. Londok, March 4th. Sir Evelyn Wood, who temporarily commands the British troops in Natal, has been appointed a Major General. It is announced that Major-General Edward Newdigate will accompany Sir Frederick Roberts to the Transvaal.

The Coercion Act. London, March 4. The Coercion Act has been declared to have force in the nine counties in Ireland, which have been most disturbed, and owing to the fear of arrest, a considerable exodub of the Lcagucis and other agitators is taking place.

The Retention of Kandahar. London, March 5. Affcor two clays' debate, the House of Lords has by a niajority of 80 adopted a motion brought in by Earl Lytton in favour of retention by the British force of Kandahar.

Washington, March 4. General Garfield -was to-day inaugurated as Picbident of the United States ■with the customaiy ceremony.
