THE TARIFF IN COMMITTEE. Tiie Customs Duties Bill was further considered in committee. Clause 4, primage duty of 1 per cent, on all goods, wares, and merchandise imported into the colony. The words “ fair market value (hereof ” were stru-k otf., and “ true and real value thereof" inserted. The remaining clauses passed without alteration. A new clause was ad led peri ling that every pack of playing cards made in die colony shall be stamped as the Commissioner may direct, and any person who sells, uses or has possession of any'pack of cards so made and not stamped shall be liable to a penalty not ex ceedin ; £SO, but such penalty shall not be imposed for cards prior to the pissing of this act. Another new clause was added to the effect that whenever it fhail be proved to the fatisfadion of collectors that duty-paid materials have been used in (he construction of machinery of any kind exempted from Customs duties it shall be lawful for tin? collector to grant t) the niak*r of such machinery a refund of the duty other than the primage duty, paid on materials so used. A further new clause was proposed providing that in case of *nv collector being satisfied that any grain mill or mills for the manufacture of tox’ile fabrics was in course of erection prior to the 30th May last, then on arrival of machinery for such mill in the colony, it shall be lawful for the Government to order tint it, be admitted free of duty except primage duty. A proviso was added that the machinery is to be delivered in the colony within six months. The lion. Sir H. A'. Atkinson said he would in that case have to ask t he House to pass the items at they stood, and he would afterwards recommit (he bill for the alterations he would propose.
