(Eetjter’s Special.) London, March 21. Mr Parnell has been in Ireland for some time past, and his prolonged absence is causing much comment and criticism on the part of his followers in the House of Commons. The Daily News to-day published information from Natal inegarding the terms of the peace with the Boers. These include, it is stated, an undertaking that the Boers should disperse their forces and break up their garrisons forthwith, Britain, at the same rime, agreeing to institute an enquiry into the Boers’ demands, through a local commission, in order that a permanent settlement of the difficulties in , the Transvaal may bo arrived at.
