TO, THE EDITOR. Sir, —As an important function of the Press is to correct public abuses, I beg to submit the following to, your consi leratfoii.. It was understoo l!some, time that measures were a looted by the Municipal Council to, prevent the strayin' of cattle an 1 horses within the Municipalitv, to the annoyam-e of the inhabitants; but this app ■ars to have been a mistake. At all events, the nuisance still continues, for cattle and horses are still alio we .1 to roam at pleasure within the town, to the. spiling of the footpaths, the breaking of fences, and the injury of certain drains, made at the expense of the ratepayers. Either, of two. things must be the. case —either there is no Inspector of Nuisances, or if there is, he does, not do, his duty, and enjoys & mere sinecure.

Now, Sir, it is. undeniable that the ratepayers have a right to expect a different state of things from this lawless condition of the town. Such pr-ceiure would not, I am sure, be tolerated in Invercargill, or in any other well-ordered Municipality for s single day.—l am, Ac., A Rate payee.
