DEBT CANCELLATION

WAR AND REPARATIONS

ROUEN, France, May 29.

“Wisdom suggests the cancellation of all war debts and reparations,” Paul Painleve, Republican Socialist leader, declared to-day in a significant speech interpreting French public opinion. “Nobody doubts that Germany cannot pay under the . present circumstances,” M. Painleve said. “In any case we must renounce unconditionally annuities for a long time. The country’s wisdom suggests that the best solution would be a general liquidation of all w’ar debts, European as well as American; in other words, universal cancellation.”
