The newspapers are optimistic that a coal peace will be arranged during the week-end, and there will be a complete resumption of work within a week. The situation was dramatically changed when the Trades Union Council’s negotiations committee, including Messrs Thomas, Pugh, and Citrine, after consulting with the miners’ executive, arriving at Downing Street unexpectedly, conferred with the Cabinet’s Coal Committee. They revealed that the miners authorised them to arrange negotiations on a bassis of district settlements, embodying national principles, with a national' arbitration body to settle disputes. The Government will .meet the coal owners to-morrow, before resuming negotiations with the miners. OWNERS lAOBE CONCILIATORY. LONDON, November 7. It is understood that the Government, late last night, sent the miners, for consideration on Monday, a document embodying suggestions to be discussed. All parties were pledged to secrecy, but it is known that progress was made, and it is reported that the owners arc more conciliatory. Mr Cook has received a further £55,000 from Russia.
