FOREIGNERS FIRST.

LABOUR AND PROTECTION.

LONDON, October 27

Mr Phillip Snowden, ex-Labour Chancellor of the Exchequer, speaking at Paisley said that the next Labour Government would demand the key positions of capitalisation, such as the ownership of land, railways, and electric power. The financial policy would be to raise revenue by taxation of unearned wealth, and to remove taxation from necessaries of life. It seemed most likely that the present Government, if it remained in office three years longer, would impose a full system of protection. The Labour Party stood solid against protection, but did not favour imports, the production of which involved degradation of foreign workers.
