The Hague, 25th July. Great Britain and Germany support the United States proposal for the collection of contractual debts, which is regarded as less extreme than the Drago doctrine. Lord Beay (British delegate) explained before the Fourth Commission the motives inducing _ Great B ritian to advocate the abolition of con traband, laying stress on the fact of c oraplications resulting from capture becoming so dangeioua that they not be compensated for by any i'eal utility. . There pa little prospect of Britain s proposal .being adopted, owing to German an.d Japanese opposition.
