The Balkans.

WAB INEVITABLE. GREAT ALBANIAN RISING. London, Feb. 18. Diplomatists consider that war bet ween Turkey and Bulgaria is inevi table. Turkey is showing no signs of seriously applying reforms, and is concentrating great forces on the Bulgarian frontier. The exaction of taxation is driving many into Bulgaria. The tax on cattle, coupled with a rooted objection to reforms, led to an Albanian rising. Twenty thousand Albanians are beseiging Sberasi Pasha with twenty five hundred Turks near Biakova. Shemsi Pasha is without provisions or water, and lost one hundred men in the fight. Reinforcements from Uskub are hurrying to his relief.
