Wanganui, Captain Linklater, Jetfc Wanganui at 4 p.m. on fche 13th ; towed the schooner Levuitus outside tho Heads; and arrived in this harbor at 4.30 a.m. on tho 14th. She experienced fine weather throughout; the passage. . The s.s. Phoebe was taken into tho new graving dock afc Port; Chalmers on Saturday morning last, being fche first vessel that has been olaced in ifc since its completion. Tho Phcebe is to receive a thorough overhaul, her hull to be cleaned and painted ; and she is expectod to leave tho dock on Wednesday next. We observe by an advertisement iv another column that Mr John Martin has laid on tho B.s. Ahuriri to ply between the Queen's Wharf and fche American mail steamer Nevada, on Wednesday next. This will be a great convenience to the public, and, considering the moderate fare, wo have no doubt will be largely patronised, as we are aware thafc a great number of persons are desirous to inspect; fchis fine steamer. , The Taranaki Steam Navigation Company s s.s. Go-a-Head, Captain Doile, arrived in harbor at 8 p.m. on Saturday, from Wanganui and Northern ports. Sho reports crossing the Manukau bar at noon on fche 10th inst. ; experienced heavy head sea and wind till arrival off Taranaki, afc 11 a.m. on the 12fch; landed mails, passengers, and 15 tons of cargo, and sailed for Opunake at 3 p.m. Was unable to communicate, and proceeded on to Wanganui, arriving alongside the wharf at 3.30 a.m. on the 12fch ; left Wanganui wharf afc 6 a.m. on the 13th. Had light N. winds and smooth •water till arrival as above. She sails again for the North on Wednesday. We avo indebted to Mr Adams, purser, for files. A late American paper, referring to fche great work of making navigable to all vessels that arm of the sea ofc New York known as the East River, says :— About one hundred additional miners havo just been engaged at Hell Gate. Theforce will be further augmented during the coming summer. Eighty thousand cubic yards of rock will have to be romoved before fche blasting can be dono thafc will terminate tbe work and effect; the object, of tho Government. The mining, whon completed, •will be equal to a tunnel nearly three miles long. The work will bo finished, it is expectod, in about eighteen months. Between the 10th and 15fch of April the United States steam drilling scow will be put fco work on Diamond and Coenties reefs. We learn from an exchango fchafc Portugal has recently made several important concessions in her commercial operations. By decree of the Cortes, Dec. 27, 1870, all vessels entering a Portuguese port in ballast, in distress, or voluntarily, and departing in ballast, without performing any commercial act or taking in passengers, are exempt from tonnage dues ; also, the previous provisions regarding tho landing and reshipmenfc of merchandise, for the purpose of repairing or fumigating vessels •while in quarantine ; the transhipment of goods where the ship from which thoy aro fcaken is unfit to proceed to sea, and tho sale of damaged goods, when sanctioned by tho Customs authorities, or a portion ofthe cargo to provision the crow, fche captain having proved hiß inability to obtain money in any otber way, are all withdrawn from tho category of "commercial operations." Again, vessels having paid the tonnnge dues at one port are not required to pay thorn elsewhere (at any other Portuguese ports) ; while all vessels entering in ballast and sailing wifch a full cargo of salt are exempted absolutely from the payment of these dues.
