SWITZERLAND
A Congress of the leading Democrats of Europe met in Geneva on the 9th instant. Victor Hugo, Louis Blanc, Jules Favro, and Garibaldi were present. The object of the Congress is to make a demonstration in favor of the preservation of peace. Garibaldi met with a most enthusiastic reception from the citizens of Geneva, and made a brief speech, in which ho declared that his purpose to move on Eome was unalterable, and that the plan of action, though deferred, would Boon be carried into effect,
